Supplies needed

1. liquid starch
2. newspaper\disghnied tissue paper
3. scissors
4. balloons 
5. tape
6. beans or noodles
7. noise maker shaped like lips

INSTRUCTIONS:                                                                                                               

First blow up two ballons.Next cut your newspaper into wide strips.Then you put your liquid starch into a small bowl .(not whole bottle).Tape your two balloons together.Now you dip your strips in to the liquid starch.(use your index and middle finger to trim your axes liquid starch). Carefully rap the news paper around the ballon. (Try not to have very many wrinkles) When the balloon is covered let it sit for one day continue this for 7-14 days. After that take your tissue paper and wrap it around your ballons. Next let it sit for another day. Now cut a hole in the tip of the mouth. Drop some  noodles  or beans  in the hole. Now take your noise maker in the hole. And then your project is done.
